Requesting the Joint Committee on Government and Finance conduct an
interim study on county and municipal land-use planning and
consider revisions to the state's planning and zoning laws.

Whereas, The infrastructure of many counties and cities within
the State of West Virginia may need to be upgraded for the changing
needs of populations and the future development of communities; and

Whereas, The duties and powers of local governing bodies,
county and municipal planning commissions, zoning authorities and
zoning appeal boards may need to be revised to address the health,
safety, convenience and welfare of the population and its
infrastructure needs; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to conduct an interim study on county and municipal land-
use planning and consider revisions to the state's planning and zoning laws; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2003, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
